Retired investigative journalist Tom Mallory buys a second-hand steel cruiser in the Netherlands, hoping for a leisurely journey through Europe. Then he learns that its previous owner, Peter Hensdale, disappeared six months earlier.

As Tom travels through Belgium and France, he is watched, followed and warned away. When Hensdale unexpectedly reappears, Tom is drawn into a conspiracy involving intelligence officers, kidnapping and a secret with international consequences.
